The red vertical time line doesn’t align between the waveform and the tier window. This makes annotating impossible. I’m annotating in Elan 5.7. This problem also occurs when using a different computer and using a different version (5.4).
If you right-click in the waveform viewer or in the timeline viewer (with the tiers), you’ll see an option “Connected to Other Viewers with a Time Scale”. Could it be this option is not selected? If so, please select it again.
If this is not the problem then it would be helpful to have some information about the operating systems tested and maybe number and type of linked media files etc.
